(1964) and M.Sc. (1968) in Political Science from Cairo University, where he was taught by Boutros Boutros-Ghali. He then came to England, studying for a Diploma in Public Administration at Manchester University (1970) followed by a D.Phil (Politics) at Oxford (1975).
